Kyiv hosts launch of 4IR global government tech center

GGTC Kyiv became the world’s second GovTech Centre after Berlin and the 21st Centre of the World Economic Forum’s Centre for the Fourth Industrial Revolution (C4IR) Network.

Ukraine actively implements leading-edge digital technologies in all spheres of life and is gradually becoming a global leader in the digital transformation of governments and states. In May 2024, during the Diia in Zurich Summit, Deputy Prime Minister of Ukraine for Innovation, Education, Science, and Technology — Minister of Digital Transformation, Mykhailo Fedorov, and the Managing Director of the World Economic Forum Mirek Dušek signed a Memorandum on the opening of the Global Government Technology Centre Kyiv (GGTC Kyiv). Thus, the Centre in Kyiv became the second GovTech Centre to join the World Economic Forum’s Centre for the Fourth Industrial Revolution (C4IR) Network. The first one was opened in Berlin in October 2024. 

“In 2019, we’ve started building a digital state with the main idea to create the most convenient country for citizens. The launch of the Diia app fundamentally reinvented how interactions with the state should look. Diia has already become a lovemark brand for Ukrainians and is recognized as one of the best practices in GovTech worldwide. It’s no coincidence that Ukraine has become the second country in the world to host a Global Government Technology Centre. I am proud that our progress is recognized globally, and I believe the Kyiv GGTC will become a hub for cooperation, innovation, and transformative solutions in digital governance,” said Mykhailo Fedorov, Deputy Prime Minister of Ukraine for Innovation, Education, Science, and Technology — Minister of Digital Transformation.

“The Centre in Ukraine will contribute to our global efforts to help unlock the significant potential of digital technologies to improve public services and create new value. The Centre will act as a catalyst for public-private collaboration, driving forward digital development and innovation at such a critical time for Ukraine and Europe”, said Mirek Dušek, Managing Director, World Economic Forum.

The GGTC Kyiv will bring together representatives from various sectors, including government, business, civil society, and academia, to discuss and collaborate on digital reforms to share Ukrainian best GovTech practices and contribute to the global standardisation in digital governance and public services.

In partnership with the Forum’s Centre for the Fourth Industrial Revolution Network, and affiliates — the GGTC Berlin, which joined the Network as the first Centre in October 2024 — the GovTech hub in Kyiv will launch a platform to amplify Ukraine’s GovTech achievements and engage the cooperation between global governance and communities. By leveraging technologies like AI, IoT, and blockchain, with a huge emphasis on cybersecurity, the Kyiv Centre will foster an innovation ecosystem with local and global impact.

 • GovTech Observatory for monitoring global GovTech trends and fostering data-driven decision-making. By combining cutting-edge research with user-friendly tools and fostering partnerships with global thought leaders, the GovTech Observatory will serve as a bridge for knowledge exchange and support evidence-based policymaking in the global GovTech landscape; 

 • Innovation Gateway as a matchmaking platform to pilot and scale transformative technologies in Ukraine while attracting global investments. By uniting key Centers of Excellence (CoEs) which will be established by the government, business, and civil society (including such tracks as AI, EdTech, Defense Tech, Semiconductors, BioTech, Green Tech, AUV), the GGTC Kyiv will create a framework to showcase Ukraine’s innovation potential and to attract foreign investors and partners; 

 • FutureGov Education to set up a training ground for public sector leaders to adapt emerging technologies. In partnership with CDTO Campus By testing and implementing emerging technologies like digital twins and AI tutors, the GGTC Kyiv will provide a space for experimentation, helping public sector leaders evaluate and adapt the most promising digital solutions.

The GGTC Kyiv is led by Zoya Lytvyn, an experienced social entrepreneur, and innovation leader advancing digital transformation in education. She is part of The Young Global Leaders Community, initiated by the World Economic Forum; also, included in the Top 100 Most Influential Women in Ukraine.

The Centre is initiated by the Ministry of Digital Transformation of Ukraine and hosted by the Eastern Europe Foundation, a key implementing partner supporting its operations and mission. With a strong track record in digital transformation and sustainable development, the foundation provides the expertise and infrastructure needed to achieve the Centre’s goals.

To recall, the parties initially agreed to open the Centre in Kyiv at the World Economic Forum in Davos in January 2024.

We find it equally important both to pursue digitalisation and to share experience and lessons learned about it. So, with the support of the EGAP Program, we are happy to contribute to the establishment of the GGTC in Kyiv.” stated Félix Baumann, Ambassador of Switzerland to Ukraine and the Republic of Moldova.
